It was more than just makeup, as they described the entire costume in great detail, including the seven or eight layers of fabric, the 100 sunray pleats on the tunic, the two distinct belts Maul wears to create the illusion of one belt, and how the entire costume is meant to bellow out when he spins, to emulate an animal warning its attackers to stay away.
